A green and climate-neutral city is created not solely through strategies or infrastructure projects—its success directly depends on the people who live, work, and create within it. The daily decisions of residents, community initiatives, the involvement of organizations and businesses, and mutual collaboration shape the city’s direction and the actual scale of change.
Communities and social innovations help the city transition from plans to actions. Through education, co-creation, participation, and local initiatives, residents become active participants in the city’s transformation—not merely consumers, but decision-makers.
This strengthens trust, encourages responsible behavior, and creates solutions that better meet local needs.
Long-term climate neutrality and quality of life goals are achieved when the city provides spaces for dialogue, learning, and experimentation, and when different groups—residents, youth, non-governmental organizations, businesses, and the municipality—act as partners. Communities and social innovations become the foundation for a sustainable, resilient, and vibrant city.
Situation in Tauragė

In Tauragė, community engagement and social innovations are becoming an important part of the city’s transformation. In recent years, the municipality has purposefully created conditions for residents, organizations, and communities to participate in decision-making, submit ideas, and jointly implement city initiatives.
The pursuit of climate neutrality in Tauragė is based on broad-scale partnership—the Climate Neutrality Strategy was signed by 18 local and national organizations representing education, business, utilities, culture, and other sectors. This demonstrates that climate neutrality in the city is understood as a shared responsibility and a long-term collective commitment.

The city has various resident engagement mechanisms, and increasingly, city projects are developed and implemented according to co-creation principles, involving residents, experts, and organizations in early planning stages. Simultaneously, the role of education is being strengthened—through formal and non-formal education, educational programs, and partnerships that help translate climate neutrality and environmental goals into daily decisions and actions.

Renovation of Church Street
Church Street is an important part of Tauragė city, where different people, stories, and lifestyles meet daily. The team of BLUMA architects and urban planners, together with Tauragė Municipality and the city’s residents, is embarking on a journey of change for Church Street. Tauragė residents are invited to submit their opinions and ideas regarding the street’s transformation. More information can be found here.

STEAM Center
In 2021, the STEAM Center was opened in Tauragė—a space for research, discovery, and innovation for students, featuring Lithuania’s only green and renewable energy laboratory. More information can be found here.

Energy Efficiency Education Program
In 2022, in cooperation with “Ignitis Group”, the first energy efficiency education program in Lithuania, #EnergySmartSTART, was launched in Tauragė, designed for students in grades 7-11. The new education program aimed to provide students with more knowledge about energy and its production, global issues, and the impact of individual actions on nature, thus fostering a more conscious and responsible younger generation. Forest Planting in Skaudvilė
2022 Tauragė District Municipality, together with Public Institution “Myliu mišką,” launched the campaign “Exchange a Coffee Cup for a Tree.” During this initiative, residents, businesses, and organizations of the district had the opportunity to contribute to the largest forest planting event in Tauragė District, located in Skaudvilė. Throughout the project, businesses and residents provided support for planting 7,647 saplings. During the forest planting event, the Skaudvilė community and the Tauragė District community planted as many as 1,500 saplings. The remaining portion was planted by contractors from Public Institution “Myliu mišką.”

Picnic Park Established
The “Picnic Park” project is a participatory budget initiative, proposed and selected by the residents of Tauragė District, and implemented by Tauragė District Municipality. In 2022, trees were planted, benches and tables were installed, and outdoor grills were set up in the new park. A children’s playground is also planned for the future. The park is easily accessible not only on foot but also by bicycle – environmentally friendly transport can be secured to the bicycle rack installed in the park.

Generations’ Oak
„Generations’ Oak” is an initiative inviting to symbolically commemorate the bond between generations, foster community spirit, and contribute to the creation of a special place – the Generations’ Park. A symbolic brick wall will be erected around the oak, composed of personalized bricks – each of which will bear a unique inscription. In this way, all who wish will be able to leave their mark in this space, giving meaning to their personal connection with the city and its future. More information about the initiative.

“Most Nature-Friendly School” Awards
Tauragė District Municipality organizes an annual competition – “Most Nature-Friendly School”, during which educational institutions’ initiatives are evaluated that address environmental issues, organize educational activities, and implement environmental projects.

Education on Wind Energy
In 2023, aiming to educate the public and engage local communities in educational activities, the #EnergySmartSTART program, in collaboration with Public Institution “Žaliasis regionas” and Tauragė District Municipality Administration, presents the first wind energy education program in Lithuania – “The Color of Wind is Green.” Free educational sessions are held at Lauksargiai Community House and near the wind farm managed by “Ignitis renewables,” led by members of Tauragė district communities trained by employees of “Ignitis Group” companies. Imagination’s Twists
In 2022, the project “Imagination’s Twists” took place in Tauragė. The project’s goals were to engage the municipality’s residents at various levels of participation, stimulate their imagination, and, through various facilitation methods, help identify common directions for the further development of the former hippodrome area. Redevelopment of Generations (Zumpė) Park
The redevelopment of Generations (Zumpė) Park commenced in 2016. New green spaces were created, pedestrian pathways and lighting were installed, benches and bicycle racks were set up, and children’s playgrounds and other recreational facilities were established. This park is located in the most densely populated part of the city, making its renovation a significant project for promoting healthy, active leisure and community spirit.

Circular Economy Educational Space “Padėk”
The educational space “Padėk” has been opened at the Tauragė non-hazardous waste landfill, designed to help the public better understand waste management, sorting, and the principles of sustainable living. Public Institution “Green Region”
In 2021, the Public Institution “Green Region” was established (more information can be found here), one of whose goals is to organize regional public transport services. The Tauragė region’s electronic ticket was introduced – this is a common public transport system that connects the municipalities of Tauragė, Jurbarkas, Šilalė districts, and Pagėgiai city, allowing unlimited travel throughout the entire region. Energy Advice Resource Center
In 2023, Tauragė District Municipality, in cooperation with the Consumers’ Alliance, established the Energy Advice Resource Center. Its goal is to provide energy and ecological education to the residents of Tauragė Municipality, aiming to help residents transition to more energy-efficient measures and habits. The Tauragė Energy Advice Resource Center is located on the premises of the Birutė Baltrušaitytė Public Library of Tauragė District Municipality. Residents who register in advance will be consulted by experts from “Tauragės šilumos tinklai” and the municipality. Additionally, residents will be able to consult the Consumers’ Alliance telephone helpline on energy saving issues on weekdays.

Kaunas University of Technology Architecture Students’ Exhibition: “Tauragė: Visions of a Green City”
In 2023, in collaboration with architecture students from Kaunas University of Technology, future urban visions and the green transformation of Tauragė were explored. The students investigated various urban challenges, including Tauragė’s historical, economic, natural, social, and cultural environment, and developed urban planning strategies. Mission for a Climate-Neutral Municipality by 2030
In 2022, Tauragė District Municipality was included in the list of 100 European cities that, under the EU mission “100 Climate-Neutral and Smart Cities,” will aim to implement an experimental innovation program and become climate-neutral settlements by 2030. Learn more – Cities Mission.
